Only closed shapes have an area to extrude: paths, rectangles, circles, ellipses and polygons. Live text and open strokes do not. In your design tool, convert text and strokes to outlined paths (in Inkscape, Path → Object to Path and Path → Stroke to Path), then import again.
An SVG that declares a physical width, such as width="80mm", imports at that size. One with no units reads each coordinate unit as a millimetre. Either way you can set exact dimensions after import, before you export.
